Dallas Police Department Expanded Neighborhood Patrol FAQs
Q. What is an Expanded Neighborhood Patrol (ENP) Program?
A. The Expanded/Enhanced Neighborhood Patrol Program (ENP) provides Police presence through off-duty Dallas Police Officers for neighborhoods like The Meadows. The City Council approved this program on October 23, 1991. The Dallas Police Officers serving as ENP Patrol Officers are independent contractors, not employees of The Meadows Neighborhood Association and serve under a contract with the Dallas Police Department. Liability for the actions of the off-duty officers while performing services for The Meadows is governed by State law and according to the provisions of Dallas City Code §31A. The ENP Officer is armed and patrols in uniform and in an official Dallas Police Department patrol car.
The ENP officer is connected to the dispatch system as if s/he were on duty, but will respond only to 9-1-1 calls from a dues-paying Member. The ENP officer will not respond to a simple crime at a non-Member house in the neighborhood (such as false alarm) or normal crime outside of the neighborhood (such as car break-in at Northpark mall). The ENP officer’s location will be visible to dispatch as off-duty vehicle, so will not reduce the normal police presence in the area. The ENP officer is armed and authorized to make arrests, issue citations etc. The ENP officer patrols in a DPD official police car which is equipped with computers allowing the officer to check for outstanding warrants, stolen cars, etc. on the spot.
The program brings police response to a Member's home within seconds when the ENP officer is on duty. A data terminal onboard will allow ENP officers to check instantly for stolen vehicles or outstanding warrants. In addition, we have provided our ENP officers an cell phone with the contact information of every ENP Member in it, so your name will pop up on the screen should you ever call, if you are a Member.
Q. What are the neighborhood’s benefits of joining the ENP Program?
A. The whole neighborhood will benefit from this program, with participating Members receiving the most direct benefits. Some neighborhoods have seen as much as an 85% reduction in crime. Dues paying Members will develop a personal relationship with the ENP patrol officer, giving us a “go-to” person in the Police Department. The patrol officer will be able to look for trouble spots and recommend things we can do to improve the safety of our neighborhood.
Q. How will I personally benefit from ENP?
A. Members will receive a yard sign designating your home as being under the watchful eye of the Dallas Police Department ENP Program. When our ENP officer is on duty, response time will be reduced to seconds when you call 9-1-1. When you are on vacation, our ENP officer will check your home once each patrol by walking the perimeter. The ENP officer will have your personal contact information if s/he ever sees anything out of the ordinary such as an open garage door or a suspicious vehicle on your property.
Q. Who oversees this program?
A. The Meadows Neighborhood Association oversees the relationship with the DPD ENP Programs. It's members are non-paid volunteer residents of The Meadows.

The more revenue we have, the more DPD patrol hours we will have. No refund is made should a Member withdraw during the year, but a resident may transfer his Membership to a successor homeowner should s/he move out of the neighborhood. We do offer a monthly dues payment option.
To help launch this important new security program for the neighborhood, we would gladly accept underwriting additional amounts, by neighbors. More funds equals more patrol hours. Any additional fundings help to increase the effectiveness of the program.
Q. How do I sign up and pay Membership fees?

Q. What do the annual ENP fees pay for?
Use of the DPD patrol car, associated equipment and patrol officer wages. The dedicated cell phone and plan are also covered under the dues. Setup costs have been assessed upon initial payment. Setup costs help cover initial program launch expenses, including enrollment setup, payment processing setup, communication tools, signage, and other one-time startup needs. Organization and administration will be provided by The Meadows Neighborhood Association.
Q. How many hours will the officer patrol our neighborhood?
A. This will depend on the level of participation and interest.
We would like to patrol at least 40 hours per week (spread over the week during both daytime and nighttime). This will require that at least 180 Members join the program. If more people join the program, we will add additional patrol hours.
Q. When does the program start?
A. We will launch the program at the beginning of June 2026.
We will conduct our initial fundraising campaign commencing April 27, 2026. As we ramp the program up in the initial months, payments will be determined to be made a month in advance (ie. initial payments received in the initial fundraising period will cover the patrol hours for June 2026). This will allow us to appropriately anticipate hours we will request from DPD, and allow ample time for DPD to coordinate officer schedules. Those members who contribute in the initial fundraising will be able to participate in the program starting June 1, 2026.
Q. What is happening to SRG?
A. SRG has contracts with individual neighbors, and not The Meadows Neighborhood Association. SRG Subscriptions will not be terminated as a result of the launch of The Meadows DPD ENP Neighborhood Patrol Program.
Q. What is the best way to spread the word about the program?
A. To help ensure the entire neighborhood is aware of the Dallas Police Department initiative, we’ve updated this website, posted in the neighborhood GroupMe and Facebook page, and delivered flyers to every home. We would also appreciate your help spreading the word to neighbors, since broader participation will help increase patrol hours and strengthen the program’s impact.
